Founded in 2000 as a Project Management operation, Caltech has grown and evolved into a multifaceted and successful business group, one of the largest in Timor-Leste. Several of Caltech’s services are now available internationally and the company also has a presence in Australia, Singapore, and Canada.

2000

Founded as a Project Management firm with a vision to grow the business

2002

Our range of services expands to the provision of construction labour (now 30 employees)

2003

Started contracting in our own right upon acquisition of machinery and equipment of our main client (Hazell Brothers Timor)

2004

First contact with oil and gas industry – mainly onshore logistic work

Purchased Paximus Lodge – renamed ‘Venture Hotel’

2005

Provision of two full-time onshore employees in meet & greet/travel support roles for oil and gas client

2007

Provision of onshore data-entry services to oil and gas client

2008

Creation of Caltech Offshore Services

2010

Provision of onshore engineering labour, logistic support and the lease of office space to Worley Parsons

2011

Gained access to insurance (post-civil unrest)

Started recruitment for Timor Sea offshore Bayu-Undan facility (by end of year 15 personnel in various roles)

2012

Started hireage of Quill Falcon Kwik 60 blasting & painting equipment to offshore clients

2013

Became a Marlins ATC (approved test centre – English for seafarers)

Started provision of onshore logistic support and office space to Bluewater (Kitan Field)

2014

Oil and gas personnel on the payroll reaches 134 (12% female Timorese). Bayu-Undan – 45 in offshore blue-collar roles, 25 onshore

Accommodation Support Vessel ASV MOS/Seafox Frontier – 32 (Timorese and Filipino) in blue-collar roles

Kitan operation – 32 in offshore roles

Launch of Caltech Singapore providing support services to Caltech Timor

2015

Resourcing of personnel to oil and gas operations Bayu-Undan and Kitan peaks at 143

Oil and gas servicing separated from onshore contracting to create Caltech General Contracting

2016

Global downturn in oil and gas results in cut-backs and operational changes on Bayu-Undan

Oceaneering replaced Bureau Veritas for NDT work Wood replaced Worley Parsons for engineering work

Clough AMEC retained the maintenance contract

MOS/Seafox retained the ASV contract

Caltech Offshore Services retained all labour service contracts

Kitan Field closed with all our assigned personnel undergoing re-training for transfer to Bayu-Undan facility

2017

Total seconded workforce for oil and gas reaches 141 (105 offshore, 36 onshore)

New services launched:

  • Supply of marine chemicals in partnership with Wilhelmsen
  • Corporate travel solutions in partnership with Carlson Wagon Lite, initially for entire ASV Seafox Frontier crew

2018

Total seconded workforce for oil and gas peaks at 165.

With departure of ASV Seafox Frontier from Bayu-Undan many of our offshore personnel transitioned to onshore construction and admin roles. Ongoing skills development was put in place to ensure their continued readiness for future offshore deployment

New services launched:

  • Provision of offshore catering and housekeeping personnel during a 9-month Timor Sea drilling campaign
  • Supplier of offshore-standard PPE in Timor-Leste

2019

First common users warehousing facility – short and long term.

Caltech started producing pavers made in Timor-Leste out of recycled plastic

Signed MoU with “Plastics Alliance” to promote a zero plastic and circular economy in Timor-Leste

2020

Successfully navigated Covid-19 pandemic in conjunction with clients with zero loss of offshore or onshore roles

Development of Caltech Environmental Services

Development of Australian Environmental Company.

Signed MoU with Veolia to develop waste management best practice in Timor-Leste

2021

Developed a line of environmentally friendly landscaping products

Established the first waste transfer station in Timor-Leste. Co-founded the plastic alliance with the goal to promote plastic waste reduction and better plastic waste management

Creation of Laloran Marine Services

2022

Rebrand for Caltech Group and restructure into Divisions
